In 2006 Biden proposed that Iraq have separate autocracies based on religion. Question about Obama's sovereig?

Before anyone goes making any false judgements, keep in mind that I myself am an American. With that said, I just have to ask, who is the United States to determine the kind of autocracy any country, including Iraq, will have? I mean aren't the countries entitled to select/develop their own system of government as independent (geographically) nations? Speaking of which, I might also address the fact that Obama's planas president is to pull out of Iraq as soon as possible...but that he never addressed what would happen in Iraq as far as an autocracy in lieu of the US withdrawal, or at least not that I know of. Did Obama address this, and if so what did he have to say about it? Also, bearing in mind my initial statetent, it was nonetheless suggested by Obama's running mate that Iraq be divided into separate regions based on religious affiliation (sunni, shia, e.t.c.) and that each region have it's own autocracy. I ume that Biden made this suggestion because he believed that it might fighting between the affiliates which is currently being experienced under the single autocracy government. But seems to me that crating separate autocracies would only create power clashes within the country such as those that are currently occuring. Likewise, I am not even sure if Obama even agrees with Biden's 2006 plan, because he has said nothing about Iraq's system of government following the US withdrawal.
