My 17 y/o neice was kicked out but reported as run away. She's in NE , I am in TX. Can she legally live w/me?

My sister met a man who has changed her. She calls my neice names like , tramp etc and kicks her out often. My neice wants to come live with me but is only 17. Is this legal. Her mom kicked her out yet reported her as run away. My neice has VMail messages from my sister that indicate she does not want my neice at her house...
