Why can't the USA stop consuming and demanding illegal drugs from around the world?

The war on drugs is an excuse for dealers to jack up the prices of drugs, we are all pawns in the game of consuming. Drugs are an excuse to jack up spending on our armed services and "counter terrorism". Thus the vicious cycle of capitalism in the informal sectors, which feeds the formal sectors.
