They might be federal agents too. One of the guys asks something along the lines of "Who would you do? Carmen Electra or Pamela Anderson? But... they both have ". The other guy: "Carmen Electra!" and the other one goes like "Eww!". He then asks who he would pick and something intervenes so the guy can't/won't answer. Any idea which movie this is?
