I need a little help with this... :-/ PLEASE?

I'm participating in a debate and the proposition is "Welfare does NOT cause more harm than good for society." Because of the wording of the proposition I'm having trouble figuring out what arguments and claims I should make. If you have any ideas/sources for stats, I'd veeeery much appreciate it!
